Hall A Current Lock Overshooting

Hall A RC was concerned with the current overshooting the setpoing when ramping up. I rehomed the laser attenuator, and in the current lock dropped the AttnMin from 140 to 130 and the ramp rate from 0.7 to 0.3 uA/sec. This seems to have ameliorated the issue.
