Hall C target movement FSD node unmasking itself

Routine target change, we masked Hall C's target to allow them to move. However, the FSD bit unmasked itself 3 times during the move and caused unnecessary FSD trips (Fig. 1). Do not see any auto logs about unmasking Hall C target (Fig. 2) or anything in splunk (Fig. 3)
