Pausing Even Orbit locks

Something is driving beam off from where we want it. We noticed [4,6,8]A04 vertical positions have big oscilations on them when we are sending tune beam to Hall C's dumplet. AA04 vertical is also doing it when we send D beam.

Not sure if this is just from tune beam or if CW will have more stable positions. For now we will leave the locks paused and keep an eye on things when we have CW.

Procedure has us verify RadCon presence at event after the all-clear, but event (false alarm) was topside in the Counting Room and didn't require Radcon intervention. Just placed a call for their notification prior to all-clear.

xC happy with harp scans

Explained to the crew in Hall C that the shoulder they were seeing on the 3H07B (figure 1) is extremely likely to be due to the temporary steering Ops has to do quite negatively in the horizontal in order to get all three peaks to show up on the harp scan. Otherwise, without that very negative horizontal steering at the target, the harp scan can't acquire the x peak (figure 2), but we can see the shoulder is no longer present.
