tune mode in Hall A flickering
Switched Hall A to tune mode to do touch-up steering in the 1C line. Dropped the attenuator, switched mode from CW to tune, beam started flickering just like we saw before in Hall C. I beam sync'd the A laser and let it sit for about 30 seconds before trying tune mode again. Stable for now, but worrying.

Ion chambers have been set empirically to values as conservative as possible without causing nuisance trips. IC rates, beam current, and beam positions down the 1C line are stable.
I suspect the BPM and ion chamber sampling rate interacts noticeably with the 3x3 raster, appearing as waves in the readbacks. The lock is compensating well, however it's possible that it's overreactive to the large beam.
