2S-2E re-quad centered and Steering Optimization

Carefully quad centered in 2S and 2E. Nothing really crazy was observed. I was able to then repeat the Spreader Optimization. I was not very far off from where the crew determined a week ago (See Linked entry).

Fig 1 - are the SOFs compared to where I found them. I did also set the 2S00 BPM after this. There were some other 1+ mm changes made. I also did not change the S02 and S03 X values, these are set using a slightly different procedure.

Fig 2-Are the dipole settings that I settled on.

Fig 5 - I also used the Re-Inj trims to help in 3L.
Fig 3 and 4 are the orbits.
